fixed election dates a good idea

i have always said that fixed election dates and no single leader being allowed to serve more than two of those fixed terms as prime minister would be a great idea. look at the states, for all of their past and present leaders faults the american people at least know that while a political party could last in power for years and years, there is no way someone can serve as president more than eight years. it gives the government a chance to start new and at least attempt to fix mistakes made by a previous administration. if we would have had fixed election dates, and a limit to the terms someone can hold as prime minister the costs of the sponsorship scandal and federal gun registry might not have spiraled out of control because while the liberals in all likely hood would have stayed in power, a new P.M. and administration would have been sworn in and for we know exposed the sky rocketing expenditures far sooner than they actually were. the only thing that i have trouble understanding is if harper does bring in fixed election dates what will happen if the governing party loses a vote of no confidence in the house of commons, will there still be snap elections or not. along with fixed election dates there also needs to be changes to parliamentary procedure to make things run more smoothly.
