U.S. house of representatives rejects Net Neutrality

the american house of representatives has rejected internet neutrality. ive heard about net neutrality in the past but never really understood what it meant until i read this article at stage left. without net neutrality the owners of web sites will be able to pay for their sites to be accessed faster than those that don't pay. this is only an american law so far but im curious if it will affect the way people access american internet sites from outside the U.S. if anyone knows, let me know.
