Citizens of Abernethy Meet-not about talking goose conspiracy but about crime

i had dinner with my dad today, and i guess im not the only one that thinks something has to be done about the recent crime spree in the abernethy area. on thursday night a meeting was held to discuss possible solutions. some of the suggestions included a curfew, and some sort of out reach program similiar to one in balcarres high school to keep kids off the street.
first off the majority of these crimes aren't being committed by minors who would be subject to obeying a curfew, they are being committed by older teenagers and young adults. second how does a community enforce a curfew ? the police won't drive all the way from melville or fort qu'appelle to escort some little shit who snuck outside for a smoke back to their concerned parents, and any civilian who takes it upon them self to try to enforce this curfew will more than likely be told to shove the curfew up their ass by said little shit.
im not entirely sure what this out reach program based on the program in balcarres high school is but i think it has something to do with people baking muffins. when i attended balcarres high volunteers would come in every day and bake muffins and other breakfast foods for children who's parents either lacked the desire or the means to feed their children in the morning and would send them to school in the summer wearing t-shirts and in the winter decked out in toques and mitts acquired the night before from a molson canadian or budweiser 18 pack. this program was probably a good idea as long as it wasn't abused but balcarres school has somewhere around 400 students, while the entire town of abernethy doesn't have 400 residents total and somehow i don't think muffins will solve this problem(i know there must be more to this than muffins).
i don't have any reasonable suggestions either and my unreasonable suggestions won't be mentioned here so i can't be implicated later.

Their needs to be consequences to these crimes, which their isn't. Instead the victims are being penalized. It is absolutely pathetic! What are the authorities trying to do these days?!?
